When the Buyer Asked for Factories, the Project Was Not Ready Yet

The inquiry came from a trading company in Dubai.

The message was brief:

"Send list of 8 inch carbon steel pipe factories in China."

No technical details were attached.

At first, it looked like a sourcing comparison request.

But after a follow-up call, the situation became clearer.

The end user had not finalized the material split yet. They were still deciding whether the 8 inch carbon steel pipe would be sourced from a single supplier or divided between multiple factories.

This was not unusual for early-stage procurement.

A few days later, internal discussions started to appear in the email chain.

One department wanted a single factory to simplify inspection and documentation.

Another preferred multiple factories to reduce delivery risk.

A third focused only on lead time.

None of them disagreed on the pipe specification.

They disagreed on the sourcing structure.

During that period, several factory lists were exchanged internally.

Each list had slightly different evaluation notes attached.

One factory was marked "fast response."

Another was marked "stable documentation."

A third was noted for "flexible packing adjustment."

At one point, the buyer joked that there were more opinions about suppliers than about the actual project design.

No one disagreed with that either.

Eventually, the project team decided to shortlist two factories instead of one.

The pipe specification remained unchanged throughout the entire process.

What changed was how the risk of procurement was distributed.

Months later, when the order was released, both factories received separate portions of the same material list.

Looking back, the selection was not based on differences in 8 inch carbon steel pipe.

It was based on how each factory behaved while the project was still unstable.
